FCI appoints Betül Kurtuluş as secretary general
For 58 years, FCI has played a central role in connecting and supporting the global factoring and receivables finance community. Built on a strong tradition of international cooperation, knowledge sharing and service to its members, FCI has continued to evolve alongside the industry it represents. Today, that journey continues with an important transition in the organisation’s leadership.
Following the succession process announced earlier this year, the FCI executive committee is pleased to announce the appointment of Ms Betül Kurtuluş as secretary general of FCI.

Betül was appointed deputy secretary general in February 2026 as part of FCI’s structured leadership transition and has led the Secretariat since March, working closely with the executive committee and senior Leadership Team. Her appointment as Secretary General marks the completion of this transition, ensuring continuity while setting the foundation for the next phase of FCI’s development.
Betül brings more than 34 years’ experience in factoring and receivables finance, combining senior executive leadership with extensive industry and association experience. Throughout her career, she has held senior management and board-level positions within the factoring industry, served on the board of Türkiye’s financial institutions association, and contributed actively to FCI through its committees and international initiatives. This combination of industry leadership, association experience and long-standing engagement with FCI has given her a broad perspective on the development of factoring and receivables finance, both at national and international level
Since joining FCI, Betül has held several senior roles, including regional director with responsibility for CEE, SEE, the Middle East and Europe, and director of strategic marketing & business development, before becoming deputy secretary general. Throughout these roles, she has contributed to the expansion of FCI’s global network, strengthened relationships with members and international partners, and supported the organisation’s growing role in the development of the global receivables finance industry.
As secretary general, Betül will lead the FCI Secretariat, working closely with the executive committee, senior leadership team, regional directors, technical committees, and the wider FCI team, together with FCI’s global membership, to build on the organisation’s 58-year legacy while shaping its future and supporting the continued development of the industry worldwide.
Chenyue Mao, chairwoman of FCI, commented: “FCI has always evolved together with the industry it represents. As we enter the next chapter of our organisation’s history, continuity of our values and relationships, combined with a clear vision for the future, will be essential. Betül’s appointment represents the successful completion of the leadership transition we began earlier this year. Her extensive industry experience, deep understanding of FCI and strong relationships across our global network provide an excellent foundation for this next phase. On behalf of the executive committee, I congratulate Betül and look forward to working together as we continue to strengthen FCI and its contribution to the industry worldwide.”
