Centre for London comment on a Tourist Tax
Centre for London have long called for the implementation of a Tourist Tax, as the first step towards a more comprehensive plan for fiscal devolution. See our CEO, Antonia Jenning’s statement below.
Antonia Jennings, CEO at Centre for London, comments on the Autumn Budget providing London with a Tourist Levy: “London is an international tourist destination, adding tens of billions to our economy. A tourist levy brings us in line with other global cities, ensuring both residents and tourists benefit from our visitor economy.

Centre for London have long called for a tourist tax as a London priority. The implementation of a tourist levy at a competitive rate is a clear gain for the capital – but to be effective, it must be written in legislation and devolved to the Mayor. This is to ensure the proceeds are spent where need is greatest across the capital, and not just in central boroughs, which will raise the majority of the levy.
Zooming out, a tourist levy is an easy tax to implement and bring the capital up to the level of powers permitted to other cities in the UK and globally. It’s a first step, not even close to a full programme for fiscal devolution.
The capital requires new mechanisms to control its income. If we have the means to invest in our streets, our infrastructure and our arts sector, we can support inclusive economic growth – not just in the capital, but across the UK.”
